Name: Kumotta Kuki (曇った空気). It means, "Cloudy skies." Once again, I was lackadaisical in creating the name.

That's cool and that's a pretty name.

Village: Kumogakure

So he's from Kumo. Nice.

Appearance: He has white hair and blue eyes. His hair hangs around his shoulders, though he sometimes lets it grow long, out of negligence. At that point, his hair would reach his mid-back. He has a dark skin tone, is 171 centimeters tall, and is 68 kilograms.

Oh ok. He is easy to picture which is great. Good job.

Personality: Kuki enjoys looking at the clouds anywhere and anytime, even in a massacre or ambush. He hates long monologues and will get bored easily if there is no action in the area. He daydreams quite a bit and is even known to be asleep when there is a great deal of turmoil. He requires 16 hours of sleep every 24 hours and hardly does anything besides sleep, eat, and watch quarrels. Like most of his clan, the clouds greatly influence his mood:

He sounds like a interesting character. It's also good that his mood is just like his clan and its unique how it's all based on the clouds.

When they are calm, he is relaxing. When they are raining, he is pessimistic and refuses to interact with others. When there is a great storm with thunder and lightning to accompany it, he is agitated and can apparently possess great strength (not as much as the raikages', though).

Very unique. The way he acts based on different clouds is a amazing idea. I just have one question. What if there are no clouds in the sky? What would his mood be?

Battle: He mostly relies on his physical strength, though he has a
"special ability":he can teleport himself (and most enemies) high into the air or on the clouds, causing them to fall and suffer their demise (since no one in the Naruto world flies. I'm sure of it. However, if they are like Gaara, they will survive).

This sounds like a interesting move but it needs some flaws. Teleporting in Naruto is not impossible sense Minato can do it but when he is in the air what happens if he lands wrong? How would he protect himself? Also wouldn't he fall to his demise and how much chakra would it use? Something among chakra and injury could be used as a flaw for this move.

Past: He was born to Kumotta Sekai and Kumotta Tenki. As a child, he refused to do anything and was almost always sleeping. Nothing has changed since then, really. At one point (around 5) he wanted to enter the academy and become a Genin. As of now, He is not a Genin because he would mostly be sleeping and would not contribute to the village whatsoever, unless he is awake and thirsty for blood. (Which is rare, considering how many storms there are in the Naruto world). He's fine with that, since he dropped out of the academy, anyway. Since he is unprotected and vulnerable most of the time, he would later retreat to the clouds and stay there forever, out of fear for his life (when he finally developed some sense of wisdom. Sadly, this is the only scrap of intelligence he has and if unlikely to gain anymore). After 20 years of living in the clouds, he would later go insane and start thinking that the clouds were actual people.

Ok this is different but only a few questions needs to be answered. Why is he unprotected and vulnerable? Or why did he feel that way? Why did he drop out if he wanted to be a ninja? What made want to become a ninja? Why didn't his parents stop him? How old was he when he left for Kumo? Why was his parents ok with him leaving? These are just a few questions that needs answers.

Relationship: None, but eventually would have a crush on one of the clouds.

Ok guys. We are just going to go straight into the Final analysis.

Final Analysis- This OC is good and only has a few things to work on. First the questions needs to be answered about his jutsu and his past. Another thing that I just thought of is how did he learn ninjutsu when he never became a ninja? Why does he fight if he isn't a ninja? Why does he have battle option if he's technically a civilian? Those are just questions that need to be answered that can be in the comments. This OC is really good has has tons of potential to be great. It was a honor reviewing your OC.
