she wheres her headband across her waist usally, but likes to change spots to arm and neck ocassionaly if she feels like it

This goes for all of the above outfits. Nice, the second when I read it though felt like Sakura's outfit. All that's really missing is the boots while the vest was added. Not saying it bad, it just gave me that vibe.

Anbu Outfit and Mask

Her mask is only a half one and isnt the traditional anbu mask colors, she had to fight for the ability to where it as her amsk but she ended up wining it was a verbal fight of course.

History:

not much is known about the Ketsueki clan. They are said to live by large rivers and be very skilled in water stlye jutsu's. The clan is also known for there terrifying Kekkei Genkai Chi no ame(aka blood rain). No one knows if the clan is still alive or if they have all died out.

Ok, but where are they, where do they reside at? Are they in a village or somewhere else?

Kekkei Genkai:

Chi no ame or blood rain is the Kekkei Genkai of the Ketsueki Clan. Those who inherit this ability have the ability to manipulate the blood of anything dead or alive, if dead it must be fresh, but the blood has to have left the body first. They can use this ability in many different ways to deafeat there enemies. They have the ability to turn the blood hard and use it as blades if needed but that takes a lot more chakra, just think of them as blood benders but the blood must leave the body first

Alright, that cleared up a lot. I like how you used the reference blood benders so people have something to look at when they think of how this Kekkei Genkai works.

Her major one is water right? Why don't you just have wind and lightning be her secondary? The reason why is because you need the chakra nature, you can't just decide you want to learn something like Sasuke.

This is nice and these jutsus are quite creative in a way.

Ok, I can't really say anything about this till I know what age this is. Is she 17? Is she 18? How old is she when she has these stats?

she lived with her family in her clan village, one day her parents sent her brother on a mission to the sand village wich he never returned from, Tsuki was furious with her parents. Her and her brother had been through evreything together and to this day Tsuki never understood why her parents sent him. She left the village with hot tears streaming down her face, she never wanted to look back, so she ran. She went to the leaf village beacuse she figured her parents whould look for her at the sand village first since thats where her brother was last seen thats where they would think shed go.

Ok, I understand that she was upset but that's no reason for her to run away, if her brother is a ninja than regardless he's gonna be sent on missions and dangerous one at that. Also how did her parents send him on the mission? Wouldn't the leader or the kage send them on the mission? Lastly sense we don't know where this village is and the closest to leaf is sand which is 3 days away how did she run through the forest and other climates without getting killed by rouges or other possible threats? She had to be running for more than 3 days if she wasn't in sand so how did she survive attacks, days without water, starvation, etc? These are just some questions that need answers.

She came to the leaf village and was interogated. She was then let in and trained to be a ninja she had already learned several jutusus from her clan.she became a genin at 17 beacuse she came at such a late age. During her Chunin years she got word that every one in her clan had died out. She was devestated even though she ran away she wishes she could have seen her family once more its one of her biggest regrets now. During her Jonin years Tsuki met a girl named Mei the first thing she noticed about Mei was her pink eyes. Only her clan had pink eyes like that. That ment Mei was the seccond to last memeber of the Ketsueki clan. Mei was very sweet and Tsuki felt like it was her duty to protect her since she had failed her clan.  Tsuki and Mei became very close friends. Later in her Jonin years she was looking to learn lighting style so she went to obito to see if he new anything but on her way she she was stopped by Kakashi. He said he could teach her if she wanted ao she agreed. The reason Kakashi had voulentered is because he liked her but he soon lost his thing for her when he joined th anbu. Tsuki and Mei were both promoted to anbu around the time when Kakashi had left. After hearing about Kakashis loss she wanted only to comfort him so she did and the two slowly fell in love (ill go into more detail in my fanfic). Anyways the two eneded up dating and Suki is still in anbu with Mei. Her and Mei have to start wearing blue contects to hide there eyes. After there clan dies off the mist village is looking for Suki to use her as a wepon and Suki dosent want to leave Konaha, and if the found out about Mei she would have the same fate as if theuy found Tsuki.

Ok this is all pretty good but there characters with pink eyes so there should be something certain that's in the pink eye that shows their different. Yagura has pink eyes so they wouldn't be the only one, so something that separates her clan from them would be good. Another thing is why did she decide to start so late? Did she end up not wanting to be a ninja or failed 7 times before becoming a ninja? If she's 17 and the age to graduate is 12 unless your the characters that didn't graduate than what happened? How old was she when she left? And that also raises the eyebrow of how did she grow so much in 4 years to become jounin? With age comes wisdom but just because your older doesn't mean everything will come easier to you, in fact it's quite the opposite. These are also just questions that need answers. I would need more details on her and Kakashi because there is only so much I can conclude from the limited I have, I'll wait for the fanfic to think if a valid answer for that.

Final Analysis- This OC is pretty good but there is a couple of things here and there that are either confusing or don't have much to them. I would recommend taking the advice I gave and answer all the above questions to the best of your abilities. Other than that this OC and it's clan is pretty good but her past doesn't justify her to run away. I know I'll learn more about her and Kakashi relationship in the book so i'l leave that out. Other than this the OC is pretty good and has little to fix. Thanks for letting me review your OC, it was a honor.
