This is a cool name. I love the translation. I can already tell I'm going to like this.

Nice!! We have another great OC that isn't the same age as Naruto and his group.

Nice.

Stuff about him : 

He's lazy and a procastinator, but he makes sure he makes his deadline right on time. 

That's good. It also adds to his character that he knows he has to be on time but he doesn't feel like it.

He secretly makes perverted jokes but keeps it mild. He's not very hot-headed but when he's angry, at least 5 minutes or more, he'll calm down and act like as if it was nothing. 

Oh ok this is cool. This tells you what kind of person he is. I haven't seen a pervert OC yet so this is a first and is unique that he is openly a pervert.

That only applies if the issue is not big or not really that important to get an anxiety attack for.

Oh ok. I wonder how he is if something did happen.

He is lactose intolerant and absolutely hates the white of the hard boiled egg. 

This is interesting, a ninja that is lactose intolerant. You really thought out of the box with this OC. I praise you for your creativity towards this OC.

Looks : 

Black hair, brown eyes and tan skin. Simple.

It is simple. Super easy to imagine and people can relate. Half the world could relate.

Usual attire : 

The Jonin vest with his clan symbol tattoed on his right shoulder. Sandals and shorts. Sleevless black shirt. Bandanna on his forehead and the headband on his wrist. 

I never seen the headband on the wrist before. Your creativity is amazing. I have not seen a OC with that yet. He is unique but simple.

These are some simple jutsus that many people can learn which is great. They all sound simple so he seems pretty normal.

The names were kept simple, the strength was not. This is where the eyes flash green, and return back into its original color. You can only it activated if you look at the beholder's eyes, since the flash of green is only fot a matter of seconds. 

This is cool and very interesting move. To be honest it's amazing. It sounds cool and it's not OP. I like how it flashes for a second then goes off and if it doesn't get them on the dot than it doesn't work. This is so unique.

This lets the user take control of the surrounding matter around them, despite not even having that element.

This sounds very cool but what does that mean? Does it put them in a genjutsu or is it a real thing? That's just something I want to know.

The only set back was that the user usually coughs blood, faints or in occasion, dies (if the body cannot handle it.)

That's a great flaw. It makes it deadly. This is very creative.

He learned this move when he was still an ANBU in his early 20's. His previous set back was fainting. His current one was coughing blood or nose bleed.

I see, this is a great. The stonger he gets the worse the consequences. This OC is very balanced.

Kise mainly focuses on taijutsu and sometimes genjutsu but for now, his jutsus will be limited.

Oh ok that is good. He isn't a all around type of person that is perfect at each of those. So he excels at Taijutsu and his genjutsu is his second best. I love this.

He was born in Konoha and lives in Konoha. 

Good, he isn't from another place and somehow gets into Konoha. This makes me happy because I see that all the time.

He was childhood friends with Kakashi, and is the "caretaker" of Naruto when Naruto was still twelve.

Ok this is cool. I like how he is friends with Kakashi and Naruto's caretaker. But how did he meet Kakashi and Naruto? How did he become Naruto's caretaker? What made him want to become Naruto's caretaker? These are just questions that need answers.

Additional facts :

He dislikes misbehaving children
He's afraid of cats
He's a little book smart
He can cook
He's not that kind of attractive guy that women go batsht crazy for him

This is all great. I like these additional facts. The reason why is because it helps me know him better. I also like how you gave him normal things like scared of cats and can cook. This OC is cool.

Hey guys another OC is finished. I love doing these OC reviews. Now for the final analysis.

Final Analysis- This OC is simple but unique to the point where you may think you know him but then there's a twist. I love that about him. There are only a few questions and that's the Naruto and Kakashi questions. I love this OC and if your looking to write a fanfic about him than I'll read it.
