Description:
Masato Chiba, a member of the Japanese National Diet, and his campaign manager, Kaito Matsuda, ran a contracting company, which had allegedly been paying off a number of city inspectors. The Tokyo Metropolitan Police Department had investigated the company for some time, believing that the payoffs were under Chiba's watch, but in reality, it was all Matsuda's watch, since Chiba was focused on his campaign. With the investigation getting more heated, Matsuda planned to eliminate Chiba to prevent the latter from defending himself if the former said that he was running the whole scandal. He hired the terrorist group known as the Black Heart League (BHL) to carry out the assassination, while providing a decoy to take the fall. Their choice for a decoy: Alisa Ayase, the younger sister of μ's member Eli Ayase. The BHL catfished Alisa by using a social media account, under the guise of "JK9", to flirt with her into thinking that she's talking to a boy her age. After getting her to fall in love with JK9, they instructed her to meet up with "him" at political event run by Chiba. Alisa and Commander Jeremy Torres, who was given the task of watching over Alisa from Eli, entered the diner where the event took place, only to notice someone entering a restricted area. They then found themselves on diner's balconies, with Alisa finding a handgun on one of them, inadvertently placing her fingerprints on them. As Commander Torres made his way to opposite balcony, Chiba made his presence known, only to get shot by an unseen assassin, most likely a BHL member, prompting Commander Torres to pursue them. Alisa attempted to follow, but ended up dropping the gun by accident, causing everyone in the diner, including the security, to believe that she was the assassin. Meanwhile, Commander Torres eventually lost sight of the assassin, initially believing them to be Liella member Ren Hazuki upon seeing that the assassin was a female with dark hair tied in ponytail. Upon a subsequent interrogation, Ren confirmed that she was not present at the event. While checking over the only security footage of the assassin, Commander Torres noticed that the assassin's hair length was more akin to Eli's, but she too confirmed that she was not present either. The National Police Agency (NPA), who were running the case, refused to believe Alisa's testimony due to the mounting evidence against her, and eventually took her to the courthouse for arraignment. Before they could get there, an unknown assailant attacked their vehicle and broke her out. Alisa then ran to Commander Torres and the rest of The Guardians, who watched over her for the time being, but their new task became even more difficult when the BHL compromised their network, prompting them to go on foot. Captain Kyle Bryant Melo and Sergeant Kei X found help in a fellow Nijigasaki student, who somehow managed to provide recorded evidence of Matsuda and the BHL incriminating themselves in a phone call. While that was happening, Commander Torres and the remaining Guardians encountered whom they initially thought was Eli, but engaged in a fight upon seeing a scar on her face and a different hair color. However, they also had to deal with a male partner of hers, whom Commander Torres described as a "Cyclops ripoff". The fight continued to a train station in Kobe, where the male assassin, later identified as Naoto Shinzaki, was knocked out and arrested, but the other, only identified as Aiko, escaped. The next day, The Guardians brought Alisa in, and the case was passed over to them by the NPA Director, who was disappointed in the NPA's incapability to watch over a prisoner. After providing the evidence to exonerate Alisa, The Guardians and the NPA conducted a raid on Matsuda's residence, only to find him dead from a gunshot wound, with a confession letter on his laptop. Afterwards, Alisa is reunited with her family, and TMPD and the NPA placed the BHL on their Most Wanted Boards.
