The journey to find the four Elemental Riders' Hyoutans begins as Rentaro, Ren, and Isamichi arrived at Tsugaru in Aomori.

Rentaro: We made it, Guys! Tsugaru! It is known for its majestic, winding roads and breathtaking sea views, the peninsula is a delight for nature loving travelers!

Ren: Amazing! So where are we going to find the Green Hyoutan in this city?

Rentaro: According to the map, we have to get to Takayama Inari Shrine to get to the Hyoutan. We just need to walk through the path of red toriis to get to the shrine temple.

Isamichi: But first can we take a break? All this walking makes me tired.

Rentaro: Sure, I'm fine with that.

The three of them take a break at the park as they have a picnic for lunch. They continue to eat until a teenage boy in a green jacket is running happily flying a green fish kite, as Ren looks on. 

Ren: Sometimes teenagers can also have fun at the park acting like children.

Isamichi: Well of course, maybe they want to do things again that were perfect in their childhood. 

Rentaro: Well I agreed with that. But hey, what could go wrong on this beautiful day at Tsugaru?

The boy continues to fly his kite as he trips over a big rock that he didn't see, letting go of the kite by accident.

???: My Kite!

Seeing this, Ren springs into action by leaping off the ground to grab the kite as he lands safely, before giving the boy his kite back.

Ren: Here you go, kid. And next time, always look in front of you before you stop.

???: Thanks, sir. Man, If I lost my kite, my parents would laugh at me for it. I need this for protection.

Ren: Protecting a kite? What are you talking about?

???: If you want to know, my name is Kanamori Kazuhiro. I'm an 18 year old boy who loves kites. And it's my dream to become a perfect kite inventor to inspire my idols, Mozi and Lu Ban from China. However, my parents don't want me to pursue my dreams and forces me to work as an construction worker.

Just then, Rentaro and Isamichi approached the two.

Rentaro: Your parents didn't want you to pursue your dreams? How's that even so?

Kazuhiro: It's because my parents are construction workers, including my entire family. They are always strict with me on kite stuff, and even my parents throw them away to the sky so I could never fly kites again. My dream job was to invent Kites after I graduate high school. But my parents think that the wind is annoying whether it is cool or cold, and thinking that metal is stronger against wind.

Isamichi: Wow, such a troubled time for a kid who has strict parents. (turns to Rentaro) Just like you when you're unable to pay the electricity, struggling to keep up with the bills, and missing job interviews, which leads your sister, Iroha, to become very strict with you.

Rentaro: Yeah, let's not mention that one.

Kazuhiro: Thanks. If I could get the chance to tell my parents that inventing kites can give us money, they would understand and be proud of me.

Ren: That's a good idea. You just need to find your inner strength like I do. My dream is to become stronger so I could face any opponent who stands in my way. So don't give up on your dreams of inventing kites.

Isamichi: We'll be supporting you on your great work as friends.

Kazuhiro: Everyone, Thank You Very Much!

As Kazuhiro was really happy over his new friends believing him, he can hear a woman's voice yelling.

Woman: KAZUHIRO!!!

Ren: Who was that?

Kazuhiro: Oh no, it's my mom!

Kazuhiro was right, it's his mother who angrily walk towards Kazuhiro. 

Ms. Kanamori: For the last time! What did I tell you about kites?

Kazuhiro: Never play with them and throw them away like you ask. 

Ms. Kanamori: Exactly! Now let go of that kite so we could get back to work!

Kazuhiro: But, Mom!

His mother slaps his son in the face and yanks his right ear, utterly shocking the three Ninja Riders.

Ms. Kanamori: No BUTS!!! You'll get rid of your dreams of inventing stupid kites and do constructive work with us! Me, and your whole family are sick with your attitude!

Ren: Hey, Stop That! You're torturing your own son! Show him some respect!

Ms. Kanamori: Shut Up! You three will never see my son EVER AGAIN!!! We're Leaving Right Now!! (she pulls her son away from three, as they look on, depressed).

Rentaro: Poor boy.

Suddenly, the mother screams.

Ms. Kanamori: MONSTER!!!!!

She was right, it's a polar bear-motif Ninjamono who just arrives at the park to wreak havoc in Tsugaru. 

Ninjamono Shirokuma: This area is so... GRASSY! I hate it! Time to make this field... SNOW!!! Ninjamono Ninpo: Blizzard Technique!

The Ninjamono opens his mouth to let out a blast of blizzards to cover the grass to snow, as the Ninja Riders are surprisingly shocked, including Kazuhiro and his mother. 

Kazuhiro: What the... Snow? 

Ninjamono Shirokuma: There! Good as new!

Ren: Hey you, Ninjamono! How dare you make this beautiful grassland snowed! That's completely unforgivable! 

Ninjamono Shirokuma: Unforgivable? Beautiful Grassland? The snow is more beautiful then the stupid grass! Because of its powerful Blizzards! In fact: Grass is weak against Snow.

Isamichi: You know it's Spring right? Snow doesn't appear on any spring days. 

Ninjamono Shirokuma: Don't mock me like I'm dumb! I'll use my freezing ability to cover the entire country with snow! Ruining Spring as a result!

Rentaro: That's completely unforgivable like Ren said! (turns to Ren) Let's Go!

Ren: Yes!

Isamichi: But what about me?

Rentaro: You can take Kazuhiro and his mother to safety!

Isamichi: On it! 

The two then pull out their Transformation Devices to transform into Kamen Riders, before they both charge at the Ninjamono.

'Sarutobi Ninjaden!'

Ren & Rentaro: Henshin!

'Fuusouken Hayate!'

'Shinobi Kenzan!'

The two attacked the Ninjamono, as Kazuhiro is amazed.

Kazuhiro: Ninjas? Amazing!

Ms. Kanamori: Don't talk crap like that! There's a monster attacking us!

Isamichi: Which is why I need to get you guys to safety. Come On!

Ms. Kanamori: I don't need you help, you stupid jerk! I can take care of things myself. And the reason why is because my son is going to be a whole a lot of trouble for always being interested in stupid Kites!

Kazuhiro: Kites are not Stupid! There are the greatest things in the whole world when there's wind!

Ms. Kanamori: Don't you talk back to me!  I'm your MOTHER!!! You'll listen to me, and your entire family! You'll RESPECT to your family at once when we get home!

Kazuhiro: I guess it's you who needs to respect your OWN SON!!! 

Ms. Kanamori: SHUT THE HELL UP!!! You're grounded for talking back at me, and being disrespectful to your family! I HAVE ENOUGH WITH YOU!!!

Kazuhiro: Mom...

The Ninjamono heards the argument as he turns to them, after kicking the two Ninja Riders to the ground.

Ninjamono Shirokuma: Hey, it's a bit noisy around here! Why don't you chill out! Ninjamono Ninpo: Freezing Technique!

He then unleashes a blast of ice towards Kazuhiro and his mother.

Isamichi: Watch Out!

Isamichi grabs Kazuhiro away from the blast, but it hits the latter's mother in the process, turning her into ice, as Kazuhiro is completely shocked.

Kazuhiro: MOM!!!

As the Ninjamono laughs, a furious Isamichi turns to him.

Isamichi: Unforgivable! For turning someone to Ice that is being noisy and leaving her son crying like that, You'll Pay!

He then pulls out his Gold Hyoutan as he uncorks and pours the contents onto his waist, summoning the Hattaridriver, as he performs his action movement due to the Standby theme.

Isamichi: Henshin!

He places the Hattari Menkyo Kaiden Plate onto his driver before spinning the plate's Shuriken, initiating the transformation to Kamen Rider Hattari.

'Fundari? Kettari? Hattari! Kamen Rider Hattari!'

Kenzan: Amazing!

Ninjamono Shirokuma: Who are you?! 

Kamen Rider Hattari: Well since I don't have a roll call, my name is Kamen Rider Hattari! I'll beat you one-handed in five seconds!

Isamichi, now as Kamen Rider Hattari, charges at Ninjamono Shirokuma, where we'll continue the story of the Three Riders obtaining Kamen Rider Kasari's Green Hyoutan.
