Quirk Type: Emitter

Quirk Description:
Can make rules to ban their target from taking certain actions.

Abilities:
- The quirk user can make rules that will allow them to block their target's action. The target cannot perform the action for a minute after banning it.
- Once the quirk user writes rules and reads out loud, the usage of anything like that can be banned.
- Cannot ban usage of mutant quirks, but can restrict movements of such quirk users.
- Such as those who listens it when the quirk user says, usage of hands is banned, then everyone who listened to it, cannot use their hands. So if anyone requires their hands to use their quirk power cannot use their powers. It is good way to subdue Mutant type quirks with this, such as Hanta Sero, Mina Ashido, etc.
- It can also block the senses of the target, it can be anything like watching, smelling, hearing, feel, etc so anyone with beast like quirk can be subdued very easily.

Drawbacks:
- Works effectively on transformation and emitter quirks. Because as mutant got extra body parts, you need to ban usage of their body parts to stop them.
- The ban stays active only for one minute.
- It doesn't differentiate between friend and foe, so everyone will not be able to use their powers.
