Anna Marie/Rogue: She became a member of the New Insurgency after Neo saved her from being captured by the Regime Soldiers.

Sona Sitri: Most of her peerage was wiped out due to her refusal to join the Regime. She accepts Neo's offer to join the New insurgency and seeks to avenge her peerage.

Hiro Hamada: Hiro joined the New insurgency after Superman killed his brother Tadashi.

Korra: The Avatar and her allies weren't ready to face the empowered Regime forces and she was the only survivor. She joins the New Insurgency and seeks to avenge her friends.

James Romanoff/Captain America: The son of Captain America and Black Widow, he witnessed the death of his parents at the hands of Wonder Woman and seeks revenge on the Regime as the Avenging Captain America.

Bucky Barnes/Winter Soldier: Captured by the Regime after the death of his friends, he was rescued before the brainwashing started, thanks to James Rogers and the Gamer Batman. He is now a member of the New Insurgency.

Mary Bromfield/Mary Marvel: Mary Marvel joins the New Insurgency after finding out the one who killed her brother returned to power.

Zee Zatara/Zatana: Zatanna joined the New Insurgency as she possesses great magic powers which will help the group against Superman and his Regime.

Kara Zor-El/Supergirl: She regrets having freed her cousin and joins the New Insurgency to correct her mistake.

Harleen Quinzel/Harley Quinn: She considers Superman crazier than she is, and she remains at the Insurgency.

Barry Allen/The Flash: He basically considers Superman a lunatic and claims to have been a traitor when he joined him.

Hal Jordan/Green Lantern: Despite the defeat of Bruce Wayne, Hal Jordan refuses to abandon the Green Lantern Corps. This causes Neo to trust him.

Oliver Queen/Green Arrow: Despite the defeat of his friend Bruce Wayne, Oliver refuses to let his counterpart's death be in vain.

Dinah Lance/Black Canary: As she has a son to protect, Black Canary keeps trying her best to prevent Connor from having the same fate as his father.

Selina Kyle/Catwoman: The feline with nine lives seeks revenge on the Regime for taking Bruce away from her.

Slade Wilson/Deathstroke: Only Deathstroke knows what he went through. He joined the New Insurgency to make sure his children wouldn't go through what he went through.

Winter Schnee: The current General of Atlas, Winter Schnee helps the Insurgency with various resources.

Monkey Khan: He joined the new insurgency and provided them a hideout at the Dragon Kingdom.
