Kal-El/Brainiac Superman: After returning to power, Kal-El seeks to enforce his authority over the world and pacify it by any necessary means.

Diana Prince/Wonder Woman: The amazon who has no remorse doing what she did and seeks to kill the remaining insurgents. She also doesn't consider the amazons as his sisters anymore.

Teth-Adam/Black Adam: After Superman's victory, Black Adam seeks to make sure the Regime prevails.

Victor Stone/Cyborg: Still loyal to Superman's cause, Cyborg makes it clear that he won't forgive The Flash, Green Lantern or Catwoman for betraying the Regime. However, he also hates Superman's idea of recruiting criminals.

Damian Wayne/Nightwing: Even thought he got angry when Superman spared Bruce's life, Damian remains loyal to Kal-El.

Rachel Roth/Raven: Still a servant of both Superman and Trigon, Raven seeks to help her father to return.

Arkillo: He became the new leader of the Sinestro Corps and joins the Regime as he seeks revenge on Hal Jordan.

Arthur Curry/Aquaman: Arthur just wanted Brainiac to die. However, Superman became the next one and once again Aquaman has to be loyal to Kal-El.

Shayera Hol/Hawkgirl: She was planning to help the Insurgency at first, but she got captured and brainwashed by Superman again.

Solomon Grundy: Grundy willingly joined the Regime.

Louise Lincoln/Killer Frost: She was planning to replace the deceased Gorilla Grodd and form a new Society. But Superman captured her and brainwashed her just like he did to Hawkgirl.

Bane: He joined the Regime again after he heard rumors about the new Batman and seeks to break this new bat.

Doomsday: Taken back from the Phantom Zone, Doomsday was once again turned into Superman's last resort weapon.

General Zod: Seeing that Kal-El no longer considers Jor-El as his father, Zod joined the Regime and seeks to rebuild Krypton.

Amon: He joined the Regime after Superman took over Republic City. He and the equalists swore loyalty to Kal-El.

Angel Dust: Member of the Morlocks, she joined the Regime through Bane's recommendations.

Yokai: In order to protect his daughter, Professor Callaghan decides to join the Regime.

Arthur Watts: Salem seeks to wipe out both the Regime and the Insurgency, then she sent Arthur Watts to infiltrate the Regime and pretend to help Kal-El.

Helmut Zemo/Baron Zemo: He joins the Regime as he seeks to end the age of heroes once and for all.

Salem: She seeks to rule the Earth herself.
