Chapter 11 (Hawks)

Touya was supposed to meet me hours ago, but knowing how his meetings with Shigaraki sometimes go, he'll probably message me around midnight that we'll be meeting tomorrow instead. I'll just get Kaito from the Commission and wait up for the message.

Midnight comes and goes without anything from Touya. I'm worried. This isn't normal at all, and it's keeping me from being able to sleep.

It's nearly three in the morning when I hear a knock at the door. Who could possibly be here this late at night? Out of caution, I prepare a feather sword on my way to the door, and when I look through the peephole, I'm shocked by who's standing there. What on earth is Touya doing standing at my door? He knows that the Commission has cameras all over to watch who comes and goes.

Knowing there must be something terribly wrong, I open the door, and Touya immediately pulls me into his arms. He's shaking as if in panic rather than cold.

"I need to talk to the Commission."

My eyes grow wide. Touya is a villain right now, and he wants to talk with the bastards who have been torturing our son. He doesn't have plans to kill them does he?

No, he knows better than that. There has to be something wrong. Did the League threaten Kai or even one of Touya’s siblings? That has to be it.

Without thinking on it more, I grab my keys and head to Kaito’s room to wake him up. Might as well use this as a chance for Touya to get to know him in person. Kai is slow to wake, but as soon as I tell him who's here, he's standing upright and throwing on a shirt. His enthusiasm makes me grin a little.

We all head down to my designated parking spot. I don't use my car often, but I refuse to call on our normal driver. Touya being here would make things too complicated to explain to her, and I just want to get this over with. Dealing with the Commission on a normal day is a pain enough, but having to wake them this early in the morning is only going to make dealing with them that much worse.

Due to the need to protect Kaito, I haven't given his number to Touya yet, so I toss my phone at him with the explanation that he should talk to Kai through it since the burnt bacon man hasn't learned sign language yet. He thanks me from his seat in the back before starting a conversation that I tune out to focus on my driving.

The guard at the entrance to the Commission building goes to stop Touya from entering, so I have to explain that he's here to give information on the League. I hope that's really what he's here for since there's only so much I can do to protect him here with the quirk inhibiting drugs they have.

I send Kaito to wake the president knowing that she never leaves this building while I take Touya to the meeting room. As much as I'd love to let the two of them stay together, leaving Kaito with a villain would definitely be a punishable offense, and Touya would hate to be the reason for Kai to be hurt by these bastards more.

"What do you want, Hawks?" the woman practically growls as she enters the room with Kaito trailing her. Her eyes land on Touya. "What is a villain doing here? Are you turning on us?"

Touya chuckles. "As much as I'm sure the birdie would love to see me burn your ugly face off, I'm here with a proposition for you."

She glances at me before turning back to him. "I'll listen to your proposal, but you'll stay in our holding cell until we make a decision on it."

I sigh quietly. I hope they decide soon because if I've learned anything about the League from Touya, it's that Shigaraki is not a patient man. If Touya is here because of an assignment that he doesn't like, he can't stay here long, or McCrusty will demand his return using the teleportation quirk they have access to.

"The League is threatening my younger brother, and I can't hold them off from actually hurting him this time," Touya gives me a quick side eye letting me know that Shouto isn't the only one being threatened, but he understands that his relation to Kaito can't be revealed. "Grant me the ability to become a hero, and I'll give you all the information on the League that you want."

The vice president of the Commission comes in then. It seems the president must have woken him before heading up here. "What's going on?"

The president doesn't answer him, she just stares Touya down as if to make certain that he's not trying to pull the wool over her eyes. "And who is your little brother that the League is apparently threatening?"

I'm shocked by how quickly Touya answers. "Todoroki Shouto."

It takes everything in me not to smirk at the shocked look on the president's face. I mean, it's valid shock. It's not everyday that someone who's supposed to be dead magically appears in front of you.

The vice president breaks the silence. "So, that means you're Todoroki Touya. You know your family thinks you're dead, right?"

"And it's going to stay that way," Touya growls. "I want Endeavor taken down, but Shouto’s life is more important to me than vengeance. I know the bullshit that bastard put him through. He doesn't deserve more pain simply because of who he's related to." His eyes are hard as steel as he glares at the two of them. "You gonna accept my proposal or not? I'll give you everything I have on them now, and I can continue to stay with them and get you more information on their movements, but I want a hero license as payment."

"Why?" The president's shock has worn off. "So you can continue to go around murdering people and claim it's hero work?"

At this point I scoff. "You realize that every one of his victims were domestic abusers and rapists, right? Touya’s been a hero for a while, and we just didn't see it until you put me on the Ash Killer case."

"I only killed them because I had no legal ability to use my quirk to stop them," Touya shrugs. I know he said that he got a high off of killing them, but I hope he doesn't really want to keep killing people. "Can't drop someone off at a police station with severe burns and not expect them to give my description."

"What about the hero Crust who you killed during the altercation with police when Shigaraki obviously had some sort of vendetta against Overhaul?"

Touya actually rolls his eyes at that. "My flames wouldn't have killed him if Compress hadn't used his stupid quirk. I only meant to slow him down so we could get vengeance for Magne."

The president and vice president share a look. "Hawks, take him to the holding cell. We'll make a decision by noon."

"Am I allowed to use the bathroom first?" Touya asks. "Don't really want to use whatever is in that holding cell you're sending me to."

"Whatever," the president waves us off. "Hawks stay with him until he's in the cell. I suggest not fighting us if you want us to think about your request seriously."

Touya nods. "Lead the way, Birdie."

I lead him to the bathroom closest to the holding cell first. I don't want anyone walking in, and the basement one is least used. Even the guards for the cells go upstairs preferring to avoid staying near the villains in holding, when the Commission has any.

The moment we get through the door, Touya spins me against the wall and smashes his lips to mine. I can tell he needs this to release tension, but we don't have the time. I let him kiss me for a few moments more before pulling away so that things can't get too heated.

"As much as I'd love to let you get lost in me, someone will come looking for me if I take too long."

Touya rolls his eyes. "They had plans to attack Kaito too. I just…" his voice breaks a little. "I just needed a reminder that you're real, and I didn't think you wanted me to do that in front of the Commission."

"Come on. Let's get you situated so that I can plead your case in getting them to agree."

He holds his hands out as if they're cuffed. "Take me away, Baby Bird."
